Using US $ in Iraq?

I heard on the news that the US are going to use $US to pay the Iraqi people shortly. This sounds like the first step of an occupying power. I'm not at all happy at the idea, and I'm sure most Iraqis won't be either. Waiting for the TV pictures of Iraqis burning dollars now. We have US tanks on the streets of a foreign country, US soldiers shooting Iraqi civilians, the US setting up a puppet government, the US writing the constitution, US using US money - at what stage should the UN intervene?
